The bench described the situation as “deeply disturbing” and expressed frustration that many state governments had failed to build adequate sterilisation systems and animal birth control infrastructure despite repeated warnings. The court also rejected petitions filed by several animal welfare groups and dog lovers who wanted modifications to earlier directions. The judges observed that governments had shown an “absence of sustained efforts” in controlling stray dog populations and ensuring public safety.
